Kyle Thompson

Founder, Director of Operations, 
and Legal Counsel

A native of Frankfort, Kentucky, Kyle is a 1994 graduate of Franklin County High School.  Mr. Thompson received a Bachelor of Arts degree in Political Science and Government with an emphasis in Racial and Political Tolerance and a Minor in History from the University of Kentucky in 1998.  Kyle then attended and graduated from Ohio Northern University, Pettit College of Law in 2001. While there he was honored as a member of the Order of the Barristers and a Top Oral Advocate at the school, competing in, and winning, a number of Moot Court competitions and graduating in the top 20 of his law school class.  Mr. Thompson passed the Kentucky Bar Examination in 2001 and has been practicing law for more than twenty-two (22) years in Frankfort.  A former Assistant Franklin County Attorney and General Counsel for the Kentucky Board of Emergency Medical Services, Mr. Thompson opened his own law firm over seventeen (17) years ago and has focused his practice on domestic, criminal, insurance, business, probate, personal injury, and administrative law among other areas.  He has litigated more than two hundred (200) jury trials and even more bench trials.  Kyle is also licensed and has argued multiple times before the Federal District Court for the Eastern District of Kentucky and the Sixth Circuit Court of Appeals in Cincinnati.  In 2010, Mr. Thompson was sworn into practice by Chief Justice John Roberts before the United States Supreme Court. In 2020, Mr. Thompson was elected for the first time to the Frankfort City Commission. He was again elected in November, 2022. He is married to Jennifer Thompson (Vest). The couple have five (5) children and two (2) dogs between them and are active members of their church and community.

Director of Finances and Human Resources

Jen was born and raised along the Country Music Highway in Flatwoods, KY where she may or may not have been neighbors and BEST BUDS with Billy Ray Cyrus!!!! After graduating from Russell High School, she attended and received a degree from Eastern Kentucky University where she received a FULL academic scholarship and graduated with High Distinction in Health Sciences. Jen’s first job was at the University of Kentucky Hospital where she managed the food service operations for all patients in the 790-bed hospital and Markey Cancer Center. In this position, she managed over 50 employees in the day-to-day operations of the business. While there, she raised patient satisfaction scores to highly satisfied, which was the first time in over 20 years of conducting patient surveys. Jen left UK and went to the Frankfort Regional Medical Center as the Clinical Nutrition Manager. There she managed the clinical nutrition needs of the patient population, from the intensive care unit to the outpatient surgery center. She never knew she was working just a few feet away from the hospital gift shop that was owned and operated by her future husband, Kyle. She left FRMC and became the clinical dietitian with the Commonwealth of Kentucky at the Commission for Children with Special Health Care Needs. In this rewarding position, Jen was able to work with special needs population clients to meet their individual nutritional situations. Her specialty area was feeding infants born with cleft lip and palate and was asked to train others throughout the state on the skills and techniques developed.  She stayed with the Commonwealth of KY but became the Manager of the Child and Adult Care Food Program. This program, with its budget of $3 million per year, provides funds to daycares based on their compliance with federal meal plans. This program’s funds are distributed to daycares per meal, per income level, per student, monthly, and Jen’s team would educate and audit these daycares who participated in the program. In 2015, Jen began working in her current position on the management team for the Commissioner of Employee Insurance. In this role, her focus is the wellness benefits for the members of the Kentucky Employees’ Health Plan. Jen manages the vendor relationships of various contracts, including the implementation of new vendors for the health plan. She is the point person for providing information to other Cabinets and to the Governor’s office as requested. Jen has 2 children of her own, and 3 additional bonus kids with her husband. She loves being outside and in the sunshine in any capacity! Her favorite place is on a beach somewhere!

Brandon Horseman

Deputy Director of Operations and Court Liaison

     Brandon began his career with Capital Court Authority in July 2019 as a Caseworker in the Shelbyville, KY office. In early 2020, after taking an interest in the Home Incarceration Program that we offer to the Courts, he was given the opportunity to become the Electronic Monitoring Supervisor for the entire company. Brandon was promoted to Georgetown Office Supervisor in August 2020. He really enjoys helping the Courts and the Community as much as he can. His background was in Corrections, in which he served 9 years with Fayette County Detention Center and 1 year with Franklin County Regional Jail. This was a very challenging job and he felt as though this was no longer the profession for me. Brandon wanted to help people in a different capacity, which is why he believes he was drawn to Capital Court Authority.
