Deputy Director of Operations
and Court Liaison
Brandon Horseman
Brandon began his career with Capital Court Authority in July 2019 as a Caseworker in the Shelbyville, KY office. In early 2020, after taking an interest in the Home Incarceration Program that we offer to the Courts, he was given the opportunity to become the Electronic Monitoring Supervisor for the entire company. Brandon was promoted to Georgetown Office Supervisor in August 2020. He really enjoys helping the Courts and the Community as much as he can. His background was in Corrections, in which he served 9 years with Fayette County Detention Center and 1 year with Franklin County Regional Jail. This was a very challenging job and he felt as though this was no longer the profession for me. Brandon wanted to help people in a different capacity, which is why he believes he was drawn to Capital Court Authority.


Senior Case Worker/Legal Assistant
Brittney Hibbs
Brittney, a graduate of Anderson County High School, started with Capital Court Authority in February 2023 as a case worker. Brittney is now the Senior Case Worker in the Frankfort Office and the Legal Assistant to Kyle Thompson. She has been through many trials and tribulations in her life which she states "Only Prepared her for Success." While working with CCA she hopes to not only gain the tools needed in life to be better but also utilize those tools in a helping hand to save others. Brittney has recently returned to college and is carrying a perfect 4.0 grade point average. Brittney is an amazing soul that helps carry much of the load in the Frankfort office while Kyle and Brandon are running between meetings and Court appearances. The example Brittney provides for every person that walks through our doors is irreplaceable. Brittney plans to marry the love of her life, Scott, later in 2024.

Insurance Monitoring Supervisor
Allie Bryant-Sutherland
Allie started her career with Capital Court Authority in May of 2021. She is very passionate about her career where she is able to help others and be able to return the favor of helping others. Allie is a mother which she enjoys so much! She is an alumnus of Brighton Recovery Center out of Florence, KY. Allie also graduated from Franklin County Drug Court and became an alumnus in 2020. She is more than grateful for her career opportunity with CCA and absolutely loves that we are all like family here. Allie says she feels blessed that the CCA family was so supportive of her recovery as well. She wakes up every day; motivated and ready to help our clients move forward in their lives.


Case Worker I
Alee Rowland
Alee is the newest addition to the Frankfort office. After being a stay at home mom for the last few years, she decided it was time to put her compassion and desire to help others to use. The daughter of a preacher and an intake liaison for a treatment facility, Alee has grown up surrounded by the desire and mission to help those less fortunate and struggling with purpose and direction. Being a young person herself, Alee relates to many individuals that walk through our doors that are just kids that have never been given the opportunity to step out of generational and cycles of poverty and addiction. Alee is the sweet spirit in our office and she is always willing to help any way that she can.

Odell Hardy
Odell Hardy has been with CCA since August, 2024. Odell is a 1992 graduate of Frankfort High School and the current track and field coach at Western Hills High School where he is a strong advocate for athletic and academic achievement for his student athletes. Odell brings a joyful spirit to the office and is always laughing and smiling at everyone's jokes.
Odell is the father of two children and has been married to his wife, Luanna, since 2008.

Lexi Partlow
Alexia, a proud graduate of Anderson County High School, began her career at Capital Court Authority in late October 2024. She finds immense satisfaction in helping people get a second chance, much like Kyle did for her mother, Brittney, who is now the Assistant to the Director of Operations and Alexia's biggest supporter. Currently studying criminal justice at Eastern Kentucky University, Alexia aspires to become a crime scene investigator. In her free time, she enjoys spending time with her boyfriend, Brayden, and her beloved dogs.

Jessica Walls
Jessica is a 1998 graduate of Anderson County High School. She has been married to her husband, Nolan since 2001. They have 3 grown children, and 4 grandchildren. Jessica has been an advocate for individuals and their families that suffer
from substance use disorders for several years. In her role with our companies she is the director of counseling services and coordinates our Court ordered DUI classes and assessments.

Jeff Waldridge
Jeff is a proud 1999 graduate of Anderson County High School and is happily married to his wife, Reigan. Together, they are a dedicated family of eight, with six wonderful children. After retiring from Franklin County Jail in October 2023, Jeff brings over 21 years of experience in corrections, investigations, and training to the team. He is also a published author, videographer, and documentary filmmaker, with over 15 years of expertise in marketing, event management, graphic design, website management, and technology. Based in our Frankfort office, Jeff oversees the technology needs for all locations, ensuring seamless operations the board.

Felicia Love
Felicia Harris joined CCA in October 2018. Ms. Harris is the Supervisor and Court Liaison for the Shelbyville Office. She also serves as the Deputy Director of Human Resources and Company Brand Promotion. Ms. Harris is an Army Veteran from the KY National Guard as a Master Vehicle Instructor. She has an extensive history in Community Corrections and enjoys finding resources and solutions for difficult situations. She enjoys spending her time mentoring, teaching, and caring for others. Ms. Harris continues her education in Human Services, majoring in community health and substance use disorders.

I began my career with Capital Court Authority in June of 2020 as a Caseworker in the Lawrenceburg, KY office. Now I am in the Shelbyville, KY office as a Caseworker and Device Specialist. I love coming to work because every day is different, and I always try to make someone’s day better and put a smile on their face. I have always wanted to help people in any way that I could, which is why I love this job so much and think it’s the perfect fit for me. I also am a high school basketball coach at Franklin County High School and love it very much as well, because I love the game of basketball and love giving back to the kids.

Chris Davis
My name is Chris Davis, and I am originally from Paris, Tennessee. I joined Capital Court Authority in January of 20024. I am currently a case worker in the company's Shelbyville, Kentucky office. Prior to coming to CCA, I had earned my Associates Degree in Psychology from Jackson State Community College in Jackson, Tennessee. I am married to the most beautiful woman in the world and we have a baby girl together. When I am not at work, I am at home spending time with the family. And, even though I am the biggest fan of Tennessee and can listen to Rocky Top for four (4) straight hours and not get tired of it, Kyle and Jennifer still let me work here and love me regardless!

Jennifer Offutt
Jennifer Offutt has spent her entire life in Scott County, Kentucky. She joined the CCA family in January, 2023, and has quickly become one of the most indispensable parts of the CCA team and also an integral part of the court systems in Scott and Bourbon counties. Jennifer says that she thoroughly enjoys seeing how people can make a change in their lives and having the opportunity to witness that change. Being, even just a small part of that change and their journey is truly a gift to experience. Jennifer adores her work family and is very thankful for her G-town crew. Outside of work, Jennifer enjoys nothing more than spending time with her family, especially her daughters, Sadie and Alexis, and her grandchildren that call her 'Mimi'.

Connor Capito
Connor is from Frankfort, Kentucky and he is a 2019 graduate from Western Hills High School. Connor graduated from Murray State University in May, 2023 with a Bachelors Degree in Journalism and Minor in Sports Communication. Connor joined the Capital Court Authority team in September, 2023. He enjoys watching and playing sports, as well as playing video games. One of his greatest claim to fame is having never lost a Madden game to his boss, Kyle Thompson, even as a kid. Connor absolutely loves his co-workers...and Allie...Everyone else he simply tolerates. Connor says that his favorite part of his job is being able to help those who need it the most at the hardest times in their lives.

Cynthiana Office: Serving Harrison, Robertson, Nicholas and Pendleton Counties

Thomas Wilson
Thomas came into the CCA family in June of 2023 as the Cynthiana supervisor. To go along with his duties as the office supervisor Thomas is also the court liaison. Thomas is a born and raised resident of Cynthiana. Thomas is a 1998 graduate of Harrison County High School. He has an associate degree in Management from MCTC and a bachelor's degree in marketing from Indiana Weslyn University. Thomas is married to Layla Wilson, and they have two boys, D.J. and Danny Jo. In his spare time Thomas loves spending time with family and friends. Also, he likes hitting golf links with his boys. Prior to joining the CCA family Thomas was Special Education Aid at Harrison County Middle school. With his personality and compassion for life Thomas will have a positive impact on Harrison County and the neighboring counties in the district.

Stacy Bishop
Stacy Bishop joined Capital Court Authority in May of 2022 as Court Liaison for the Cynthiana location and in June of 2023 was appointed the position of full-time caseworker. Stacy is a 1997 Harrison County High School graduate and obtained her Associates of Science in office management from Sullivan University in 1998. Stacy has been married for twenty-three (23) years and has one son and two “fur babies.” Stacy enjoys being with friends and family in her spare time along with thrifting and antiquing.

Tracy Mattox
Tracy Mattox has been with Capital Court Authority since 2018 she is the financial assistant for the company. She is a 1998 graduate of Sullivan College with an Associate of Science degree. She worked many years in childcare and later worked for a company in their billing department. She also manages two family businesses of her own. When Tracy is not at the office she enjoys spending time with her husband and two children.

Sam McCarter
Sam is a 2024 Graduate of Harrison County High School Joining CCA shortly after graduating, most well known for his resonating personality, Sam took on the position of case worker at the Cynthiana office in September of 2024.
Sam plans to attend the Lexington School for Recording Arts in the spring of 2025 where he will learn to record, edit, manipulate, and understand the inner workings of the soundscape.

Kevin joined the CCA team in September 2022, having retired from the LFUCG Division of Community Corrections where he attended the National Jail Leadership Command Academy (NJLCA Class #22) and was Nationally certified as a Certified Corrections Supervisor Security Threat Groups (CCS/STG) and as a Certified Jail Manager (CJM). Kevin also retired from the US Army where he held several military occupational specialties. In his spare time, Kevin is the Segundo of the Bar J Ranch where he tends to his one cow named "Number 5" and dabbles in small arms as the FFL owner of the Bar J Armory. Bell! "

Amy Maloney - The OG Intern
My name is Amy Maloney and I graduated from Franklin County High School in 2015. I went on to continue my education at Eastern Kentucky University where I graduated with a bachelor's degree in Business Management with a focus on Risk Management and Insurance in 2019. I was Kyle’s first intern at CCA and I loved it. I learned something new every day. I also got experience working with people in our community who were struggling with substance abuse. I still remember certain individuals and love seeing where they are now thanks to the help CCA provided. I am now working as an Account Executive for middle to large commercial accounts at a large insurance brokerage in Lexington. While my current career is very different from the services provided by CCA, the experience I gained at CCA helped me become the employee I am today.

The Intern That Wasn't Really
An Intern, But Needs to Make the List
Landon Hurst - Asst to Director of Operations/OG Soundcloud Rapper/ Firefighting Stud
Landon 'A Sauce' Hurst was never really an intern for Capital Court Authority, but he was Kyle's personal assistant for ten (10) months in 2022 before one day deciding that listening to the boss' constant complaints about not being able to find anything on his desk made him decide that he'd much rather enjoy running into burning buildings than to continue to do that. In all actuality, 'Lando' was a great addition to the CCA team and we are incredibly proud to say he is part of our company's history. Landon Hurst had a prolific high school athletic career at Franklin County High School as a wide receiver for the Flyers where he led FCHS to their first undefeated season in decades and he did not allow the Flyer Football team to lose at home during his high school career before graduating in 2016. He went on to play three (3) years for the Morehead State Eagles. At MSU he tallied 108 receptions, 1262 yards receiving, and 11 receiving Touchdowns, including some truly unbelievable 'SportsCenter' worthy highlights. He graduated from Morehead State in 2020 with a degree in Exercise Science. After passing his written and physical exams for the Frankfort Fire Department he left CCA to pursue a career as a brave public servant. He also assists in coaching the state champion Elkhorn Middle School Elks. He is engaged to his long time girlfriend and much better half Sarah Greenawalt, also of Frankfort, and the pair will marry later in 2024.

What I liked about working at CCA, is that I learned it’s a blessing to watch people get a second chance at a better life while working at CCA during the 2020-2021 school year.

I graduated from South Oldham High School in 2023 and am attending the University of Kentucky. I am pursing a major and career in Marketing and Business Analytics. I am working for CCA during the 2022-2023 school year as a intern and as of March of 2023 am the Social Media and Marketing Coordinator. CCA is a great place to work. The staff is amazing and so welcoming and by working within the community you are able to give back in so many different ways.

Kate Alvis
Kate is a rising Senior at Franklin County High School. Kate is extremely involved in multiple extra-curricular activities, including Beta Club, Spanish Club, National Honor Society, and the Key Club. And, while Kate excels in school while earning a 3.87 GPA thus far in high school, including receiving a number of college credits through her third year at FCHS, her true passion is in athletics where she has earned varsity letters in Cross Country, Soccer (following in her mama's footsteps), and Track where she earned First Team All-State Honors after her team won the KHSAA state championship in the 4X200 relay and Second Team in the 400m Dash after finishing third in the state championships.

Aiden is a 2024 graduate of Western Kentucky University with a Bachelor of Science Degree in Mechanical Engineering. Aiden interned at CCA during the winter break of 2022-2023. What Aiden said he liked most about working at CCA is the comradery of the staff that work together to help people change their lives for the better.

Luke Toothaker
Luke is a rising Senior at Franklin County High School and stand out football star on both offensive and defense for the Flyers. Luke is a three-time All-State Academic First Team while earning a 3.9 GPA through his Junior year. In his Junior season, Luke earned Second Team All-State as a Defensive End with 72 tackles, 17.5 Tackles for loss, and 6.5 sacks. He also caught 2 balls for touchdowns at the Tight End position. Luke currently has 11 D-1 scholarship offers including from several Ivy League members and the United States Air Force Academy. Luke is tall...He's also strong...So, we use those gifts to move heavy items, reach the items that Kyle and Brandon can't reach, and let him block the sun on bright days when walking to court.

Havilland Harris
Havilland is a rising Senior at Oglethorpe University in Brookhaven, Georgia. During her internship she is focusing her time on marketing and communications needs and improvements for the Capital Court Authority family as a whole to assist in making the company more efficient and easily handle logistical issues for the rapidly growing company. Havilland attends court with Brandon or Kyle every Tuesday and Thursday and is learning the criminal process and how CCA assists local courts in the private probation industry.

Braden Byers
Braden is a 2024 graduate of Franklin County High School and is preparing to begin college at the Bluegrass Community and Technical College System where he will study computer and technology. Braden helps at both the main headquarters and at the Frankfort Garage while he learns the technology behind electronic monitoring and ignition interlock devices. Braden is gamer at heart and enjoys challenging tasks that require him to learn entirely new skills to complete a job request. He is perhaps the most calm and sweetest intern CCA has ever had the pleasure of employing.
