History of CCA
Capital Court Authority, LLC is a Court Alternative, Drug Testing, eLearning, and Electronic Monitoring Provider headquartered in Frankfort, Kentucky, that was created and opened on January 2, 2014. This multi-faceted business builds on twenty-one (21) years of experience in State and Federal Court systems to provide for incarceration alternatives, laboratory testing for drugs and alcohol, insurance monitoring, community service programs, private probation, and workplace and pre-employment substance use testing.
The owner and founder of the company, Kyle Thompson, is a former prosecutor, previous General Counsel for the Kentucky Board of Emergency Medical Services, and a Certified Regulatory Investigator. The company currently monitors and reviews the court obligations and testing requirements for more than three thousand (3,500) individuals in more than thirty (30) counties and jurisdictions.
After less than nine (9) short years, CCA has become the largest private probation company in Central Kentucky and the largest provider of judicial drug testing services in the Commonwealth with offices in five (5) locations in the Bluegrass Region. The Company works by the simple philosophy to "Love God, Love People" meaning that every person deserves respect and dignity, no matter their status or position in life. Many of our clients credit Capital Court Authority and the caring staff in this organization as the reason they are alive today, even though we all know we are just tools that are hopefully in the right place at the right time. Each member of the company simply tries to help save one (1) more person each day from the hell and suffering they are going through in their cycles of addiction, abuse, and poverty. CCA is much bigger than just a drug testing, home incarceration, and private probation provider. We assist our clients with finding long term and short term rehabilitation treatment facilities, jobs, housing, rehabilitation, and clothing, all free to anyone that simply desires to better their lives.

Meet the Staff
Founder, Director of Operations,
and Legal Counsel
A native of Frankfort, Kentucky, Kyle is a 1994 graduate of Franklin County High School. Mr. Thompson received a Bachelor of Arts degree in Political Science with an emphasis in Racial and Political Tolerance and a Minor in History from the University of Kentucky in 1998. After his undergraduate studies, Kyle Thompson graduated from Ohio Northern University, College of Law in 2001 where he was honored as a member of the Order of the Barristers and a Top Oral Advocate at the school, competing in, and winning, a number of Moot Court competitions. Mr. Thompson passed the Kentucky Bar Examination in 2001 and has been practicing law for more than twenty (20) years in Frankfort. A former Assistant Franklin County Attorney and General Counsel for the Kentucky Board of Emergency Medical Services, Mr. Thompson opened his own law firm over fifteen (15) years ago and focused his practice on domestic, criminal, insurance, personal injury, and administrative law. Kyle Thompson is licensed and has argued before the Federal District Court for the Eastern District of Kentucky and the Sixth Circuit Court of Appeals in Cincinnati. In 2010, Mr. Thompson was sworn into practice by Chief Justice John Roberts before the United States Supreme Court. In 2020, Mr. Thompson was elected for the first time to the Frankfort City Commission. He was again elected in November, 2022. He is married to Jennifer Thompson (Vest). The couple have five (5) children and two (2) dogs between them and are active members of their church and community.
Director of Finances and Human Resources
Jen was born and raised along the Country Music Highway in FLATWOODS, KY where she may or may not have been neighbors and BEST BUDS with Billy Ray Cyrus!!!! After graduating from Russell High School, she attended Eastern Kentucky University on a FULL academic scholarship and graduated with High Distinction with a Dietetics degree in Health Science. Jen’s first job was at the University of Kentucky Hospital where she managed the food service operations for all patients in the 790-bed hospital and Markey Cancer Center. In this position, she managed over 50 employees in the day-to-day operations of the business. While there, she raised patient satisfaction scores to highly satisfied, which was the first time in over 20 years of conducting patient surveys. Jen left UK and went to the Frankfort Regional Medical Center as the Clinical Nutrition Manager. There she managed the clinical nutrition needs of the patient population, from the intensive care unit to the outpatient surgery center. COMPLETELY unknowing, worked a few feet from the gift shop that was owned and operated by Kyle Thompson and his parents, Tom and Leslie Thompson. She left FRMC and became the clinical dietitian with the Commonwealth of Kentucky at the Commission for Children with Special Health Care Needs. In this rewarding position, Jen was able to work with special needs population clients to meet their individual nutritional situations. Her specialty area was feeding infants born with cleft lip and palate and was asked to train others throughout the state on the skills and techniques developed. Jen and her family moved from Lexington to Frankfort in 2011, and at that time had ZERO clue she was living one neighborhood over from her future husband! She stayed with the Commonwealth of KY but became the Manager of the Child and Adult Care Food Program. This program, with its budget of $3 million per year, would provide funds to daycares based on their compliance with a federal meal plan. This program’s funds were distributed to daycares per meal, per income level, per student, monthly, and Jen’s team would educate and audit these daycares who participated in the program. In 2015, Jen began working in her current position on the management team for the Commissioner of Employee Insurance, which, unbeknownst to her, just happens to be 4 BUILDINGS DOWN from her future husband’s office building on Main Street (they had yet to meet though). Y’all, we can’t make this stuff up!!! In this role, her focus is the wellness benefits for the members of the Kentucky Employees’ Health Plan. Jen manages the vendor relationships of various contracts, including the implementation of new vendors for the health plan. She is the point person for providing information to other Cabinets and to the Governor’s office as requested. Jen has 2 children of her own, and 3 additional bonus kids with her husband. She loves being outside and in the sunshine in any capacity! Her favorite place is on a beach somewhere!

CCA is one big family and just because our interns are only with us for a short time that doesn't mean we can't highlight them too. Our interns keep us young and make the offices so much more fun.
